Big Steps Before the Big One - Friday Forum

City Club is releasing a new Research Committee report, "Big Steps Before the Big One: How the Portland area can bounce back after a major earthquake." The report recommends strategies focused on creating systems to preserve social and physical infrastructure. Teri Martin, chair of the earthquake research committee will share an overview of the report. Then, experts who are actively engaged in this work will discuss some of the report's findings.
After the program, City Club members will debate and vote whether to adopt the report as an official City Club position. Members not in attendance will have an opportunity to vote online.
Carmen Merlo serves as the director of the Portland Bureau of Emergency Management, where she's responsible for planning, implementing, and improving emergency management plans and procedures to ensure a coordinated response to major emergencies. She leads the City of Portland's disaster resilience planning, forging partnerships with local, regional, and state partners.
Yumei Wang is a geohazards engineer with the Oregon Department of Geology and Mineral Industries and the Department of Administrative Service's resilience engineer. In addition to taking part in the post-earthquake damage assessments in Tohoku, Japan and Maule, Chile, Yumei has served as a Congressional Fellow in the US Senate and as an advisor to FEMA, the National Earthquake Hazards Reduction Program, and the 2013 Oregon Resilience Plan.
Jay Wilson is the Clackamas County Resilience Coordinator, leading the County's efforts to reduce risks and assess hazards (among them: flood, earthquake, wildfire, volcano, and tsunami hazards and climate change impacts). Jay is also the current Chair of the Oregon Seismic Safety Policy Advisory Commission, formerly holding roles with Oregon Emergency Management and FEMA.
